One of the big turning points in the war came when the Americans thought they were winning, while stalemate actually existed. On the Tet holiday attacks came in areas the United States thought to be secure, including Saigon. The defeats caused second thoughts in Washington that eventually resulted in Johnson's decision to call a partial bombing halt and not to run for reelection. Peace talks began while the war continued.
